Hector De Leon is the founder and managing partner of De Leon, Boggins & Icenogle, P.C. Mr. De Leon focuses on ERISA, insurance, and health law, as well as general civil litigation.
From 1975 to 1977, Mr. De Leon was General Counsel of the Texas State Insurance Board. In 1977, Mr. De Leon founded the law firm that is now De Leon, Boggins & Icenogle. He served as Legal Counsel to the Texas State Board of Pharmacy from 1978 to 1987 and has taught at the University of Texas School of Law as an Adjunct Professor since 1990, receiving a Faculty Service Award in 1995.
Mr. De Leon received his J.D. from the University of Texas School of Law in 1973 and a B.S. in education from the University of Texas in 1970. He is a member of the State Bar of Texas and is Board Certified by the Texas Board of Legal Specialization in the area of Administrative Law. Mr. De Leon is a native of Austin and is fluent in Spanish.
Mr. De Leon was the President of the Ex-Students' Association of the University of Texas from 2004 to 2005. In honor of his distinguished commitment to the University, Mr. De Leon was chosen one of three recipients of the 2007 University of Texas Presidential Citation. Other 2007 recipients are former First Lady, Mrs.Lady Bird Johnson and former dean of the University of Texas College of Engineering, Dr. Earnest Gloyna. From 1993 - 1994 Mr. De Leon served as President of the U.T. School of Law Alumni Association.
Mr. De Leon has been named a "Super Lawyer" in Administrative Law by Texas Monthly in 2004, 2005, 2006, 2007 and 2008. Mr. De Leon has been chosen to be included in the 2007 and 2008 editions of "The Best Lawyers in America" in the specialty of insurance law.
In 2006, Mr. De Leon secured a very rare ruling from the Administrative Law Judge at the conclusion of an administrative hearing before the State Office of Administrative Hearings recommending the granting of an application for an insurance agent's license contested by staff of the Texas Department of Insurance.
Mr. De Leon has argued cases before the Texas Supreme Court and most of the Texas appellate courts, and tried business litigation cases in various venues in Texas. Mr. De Leon also has an extensive background in transactional practice having negotiated and drafted buy/sell agreements as well as employment and independent contractor agreements. Mr. De Leon has also represented clients on various government relations matters before the Texas Legislature and Texas Administrative agencies. Mr. De Leon has also been retained as an expert witness in arbitration and litigation matters relative to insurance issues.
Joseph C. Boggins:

Joe Boggins is of counsel to De Leon, Boggins & Icenogle, P.C. Since joining the firm in 1981, Mr. Boggins' practice has focused on insurance, employment, corporate and association law.
Mr. Boggins earned his J.D. from Ohio State University and received his B.A. in political science from Kent State University. He is member of the State Bar of Texas.

Anthony Icenogle is a partner and named shareholder in De Leon, Boggins & Icenogle, P.C. Mr. Icenogle joined the firm in 1983 and focuses his practice in the areas of litigation, appellate law, insurance and administrative law.
Mr. Icenogle earned his J.D. with honors from University of Texas School of Law in 1983 and received his B.A., summa cum laude, in political science from St. Mary's University in 1980. Mr. Icenogle is a member of the State Bar of Texas, the Travis County Bar Association, the Texas Young Lawyers Association and the Austin Young Lawyers Association.

Pat Washburn is a partner and shareholder in De Leon, Boggins & Icenogle, P.C. Mr. Washburn joined the firm in 1984 and focuses his practice in the areas of insurance, corporate and administrative law.
Mr. Washburn earned his J.D. from University of Texas School of Law in 1984 and received his B.B.A. in accounting, with honors, from the University of Texas at Austin in 1981. Mr. Washburn is a member of the State Bar of Texas, the Travis County Bar Association, the Texas Young Lawyers Association and the Austin Young Lawyers Association.

Ben De Leon is an associate attorney at De Leon, Boggins & Icenogle, P.C. A native of Austin, Mr. De Leon joined the firm as a law clerk in 2004, and he became an associate in 2005. He practices in the areas of general civil litigation, appellate law, insurance law, transactional law and administrative law. Mr. De Leon is fluent in Spanish and he represents Spanish-speaking clients pro bono through Volunteer Legal Services of Central Texas.
Mr. De Leon earned his J.D. from the University of Texas School of Law in May, 2004. While at UT Law, Mr. De Leon received a Texas Law Fellowship for work in public interest law during the summer of 2002; he served as Chairman of the Student-Alumni Relations Committee from 2003-2004; he was a Staff Member on Volume 22, and an Articles Editor on Volume 23, of The Review of Litigation; and he worked as a student attorney in the Juvenile Justice Clinic in the spring of 2004. Mr. De Leon received his B.S. and B.A. degrees, with highest honors, in corporate communication and Spanish from the University of Texas in 2001. He also graduated Phi Kappa Phi and Phi Beta Kappa.
Mr. De Leon is a member of the State Bar of Texas, the Austin Young Lawyers Association and the Young Men's Business League of Austin. Mr. De Leon has served as a Big Brother in the Big Brothers Big Sisters Program of Central Texas since June, 2006, and as a spokesperson for the organization since September, 2007. Mr. De Leon also serves on the Texas Exes Council, the UT Law School Diversity Weekend Planning Committee, the Christian Life Commission Board of Consultants and as a liaison to the Texas Exes Young Alumni Committee.

David Carl Courreges joined De Leon, Boggins & Icenogle, P.C. in 2006. Mr. Courreges' practice includes Legislative and Governmental Affairs, Administrative Law, and Mediation. Prior to joining the firm, he served on the staff of several senior members of the Texas Legislature.
Mr. Courreges earned his J.D. and MPA from St. Mary's University in May of 2005, and his B.A. in Government and History from the University of Texas in December, 2000. During law school, he served his fellow students as the President of the Student Bar Association and was the recipient of numerous awards and scholarships, including the University Presidential Medal, the Law Alumni Association/Campus Ministries Leadership Award, and the ALI-ABA Scholarship and Leadership Award.
Mr. Courreges currently serves on the Board of Directors of the Texas Young Lawyers Association, is treasurer of the St. Mary's University Law Alumni Association, and is secretary of the Austin Chapter of the St. Mary's University Law Alumni Association. In addition, he is active in the Austin Young Lawyer's Association, Big Brothers Big Sisters of Central Texas, Leadership Austin, and Volunteer Legal Services.

Mr. Cobb has served as of counsel to the firm since 2000 and focuses his practice in the areas of legislative practice, administrative law and alternative dispute resolution.
Mr. Cobb received his J.D. from the Baylor University School of Law in 1962 and a B.A. from the University of Texas at Austin in 1958. Mr. Cobb is a member of the State Bar of Texas and the American Bar Association.
