David C. Courreges leads the legislative and governmental affairs division of De Leon & Washburn, P.C.  He has over a decade of experience working with the Texas Legislature, first as the legislative director for the former chairman of the House Democratic Caucus, then as the legislative director and general counsel for the chairman of the Legislative Study Group and vice-chair of the House Democratic Caucus, and now as an advocate effectively representing his client’s interests before the Legislature.  Mr. Courreges helped established the Madla/ Rangel Legislative Internship Program, and has also spearheaded legislative internship programs at St. Mary's University School of Law and Baylor Law School.  He also is an adjunct professor at St. Mary's University where he teaches a graduate-level course in legislative policy and procedure.

Hector De Leon has over thirty years of legislative and administrative experience, first working with the legislature as the chief of staff to the Mayor of Austin, then as general counsel to the Texas State Board of Insurance, and since 1977 representing clients before the Legislature and countless state agencies as the principal shareholder of the firm.  Mr. De Leon is currently the Chairman of Associated Republicans of Texas, one of the state’s major political action committees, and former president of the University of Texas Ex-Students Association.  He was recently honored by the University of Texas with the Presidential Citation – the highest honor bestowed by the University – for his work toward advancing public education and the University, and by the University of Texas Ex Students Association as a Distinguished Graduate.

Thomas “Pat” Washburn has used his keen understanding of state regulation and the legislative process to provide legislative services for the firm and its clients for over twenty years.  Mr. Washburn regularly testifies before the various committees of the Texas Senate and House of Representatives, and has assisted legislators in drafting and researching key pieces of legislation.
